Planning Board declares lead agency, schedules May 15 hearing for proposed gas station at Route 747

Bill Sparkman of Langan Engineering told the Planning Board the project before it is a proposed gas service station at the intersection of Route 747 and Interstate 84 with a small convenience store and ten gasoline pumps. "The project before you is a proposed gas service station at the intersection of 747 and Interstate 84," Sparkman said, outlining architecture and site design and noting recent agency feedback.
Sparkman said the New York State Department of Environmental Conservation requested field survey work to locate an adjacent aqueduct and confirm required offsets. He also identified DOT review of the existing entrance and a pending Department of Health septic review that the applicant intends to hold until the DEP items are resolved. "One of their main items of next steps is that we send out surveyors to the adjacent aqueduct property," Sparkman said.
Board members pressed for ARB material verification. Planning Board member David Dominick asked for physical samples and realistic color renderings; applicant representatives agreed to provide Hardie board siding swatches and representative photos. Code Compliance noted signage and freestanding sign setbacks must meet setback rules and that the ARB architectural review form must be completed.
Pat Hines of MH&E reported SEQRA circulation had been completed with no objections from other agencies and that County Planning had issued a local determination; if the Board acts the next available public hearing date would be May 15. The Board then voted to declare itself lead agency for SEQRA and, by unanimous roll call, issued a negative declaration and scheduled a public hearing for May 15, 2025. The motions passed on roll call votes of 7‑0.
Next steps: the applicant will provide the DEP correspondence and a field survey of the aqueduct, DOT coordination for the entrance and striping, DOH septic approvals once DEP comments are resolved, and ARB materials and an architectural review form for Board review.
