Sustainability Commission hears residential decarbonization, offsets work-group updates

The Ann Arbor Sustainability Commission on July 14 received progress reports from work groups focused on residential neighborhood decarbonization and offsets.

Commissioner Berkowitz, speaking for the decarbonization group, said the working group held its first meeting in recent weeks and that "Connor Daley is the staffer from OSI, completing the charge." The group reviewed city tools, ordinances and programs and began brainstorming neighborhood-scale approaches, with a follow-up meeting set for July 21.

Chair Brown proposed a fuller presentation in August on the Bryant neighborhood project, describing it as "the primary active one" and encouraging discussion of whether to expand to additional neighborhoods. Another commissioner said the group's near-term objective is to "scale the participation in all the existing programs," emphasizing outreach and uptake rather than creating new programs.

On offsets and future planning, members described an initial meeting that covered what offsets are, the timing of potential actions and development of an FAQ for public questions. Commissioners said Dr. Stultz is assembling a technical advisory group that will include university participants to advise on technical and documented criticisms of offset approaches.

Commissioners asked whether institutions within city limits — including the university and public schools — would be folded into the initiatives. Pat said the university is "not presently going to be using offsets," though she added that the stance could change.

The commission directed staff to coordinate scheduling for the Bryant presentation and to continue work-group outreach; no formal vote on policy was taken at the session.
