City staff and other board members noted that certain encroachments into setbacks are permitted and that the changes complied with the materials presented to the board; still, several members expressed discomfort with the visual and ecological impact and questioned whether replacement plantings (three viburnum and others) are adequate to offset loss of large trees.
Outcome: the board voted in favor (roll call recorded in the transcript) and the ordinance was adopted. The planner and staff will handle recording the adjustment with the St. Louis County Recorder of Deeds as authorized by the ordinance.
