York council clears routine claims, approves crosswalk controllers and special liquor license

The York City Council on July 2 approved routine financial claims, purchased crosswalk controllers for school zones and granted a special designated liquor license for a sampling event at the York County Fair.

In finance business, the council approved multiple claims recommended by the finance committee, including $1,387.39 to North Printing & Office, $808.02 to Piper’s Inc. and $9,061.75 to the York County Development Corporation. The council also approved the claims covering the period June 19–July 2, 2026 after the finance committee’s recommendation.

Public works staff presented a sales quote from Tapco/Traffic & Parking Control Company LLC for 32 configurable crosswalk system controllers at a cost of $75,920. James, the staff presenter, said the controllers support wrapped flashing beacons, push-button solar operation and include monitoring features that report faults and battery status; the units have roughly a three-week lead time and the city plans to install them in-house. "That tells you if there's faults or if it's not charging," James said of the monitoring capability.

The council also considered a special designated liquor license for Fresh Foods York Inc. to host a beer, wine and liquor tasting and sampling event on Aug. 6, 2026 at the county fair location; council members said they were not aware of past problems with similar events and approved the license.

Votes and next steps: Council moved and seconded the Tapco purchase and other routine items and recorded affirmative votes from the council members present. Staff said they will proceed with ordering the Tapco equipment and will coordinate installation so the devices are in place before the next school year.
