At its August meeting the Pamlico County Schools Board of Education approved multiple routine but consequential items by voice vote.
Budget amendments: The board approved Budget Amendment #1 to bring forward capital funds for furniture, remaining technology purchases, lottery renovation/voice-over-IP costs and a Pamlico County High School roof project. The board also approved Budget Amendment #2 to roll forward restricted funds for staff signing bonuses, recognize a $3,000 Medicaid professional-development award, and allocate FEMA proceeds for waterproofing repairs at Pamlico County Middle School.
Contracts and memoranda of agreement: The board approved updated memoranda of agreement for school-based therapy providers Olive Tree Family Therapy, 2nd Chance Behavioral Health and Still Waters, and approved a part-time speech therapy contract (the contract carries a case-management cap of 50 students per speech therapist).
Policy changes: On second reading the board approved Policy 33-20 to allow activity buses to travel up to 150 miles out of state for NJROTC and similar activities, with the transportation director required to coordinate with host schools across state lines. The board also waived a second-reading requirement and adopted policies addressing crowdfunding (Policy 73-60/82-25) and gifts (Policy 82-20) to provide guidance on modern fundraising platforms and donations.
Closed session and personnel actions: A board member moved the board into closed session citing North Carolina statutes related to confidentiality and FERPA (20 U.S.C. § 1232g); after returning to open session the board approved the personnel report and a set of out-of-district student requests.
How votes were taken: Most approvals were taken by voice vote after a motion and a second; the transcript records "All in favor, raise your right hand" followed by "Motion carries" for each recorded approval. The transcript does not provide named roll-call tallies.
