The Moorhead Planning Commission voted to recommend that the city council approve a zoning text amendment to Title 10, Chapter 20 of the Moorhead City Code to broaden permitted off‑street parking surfacing materials.
Assistant city planner Forrest Steinoff said the amendment, requested by Amorris for a commercial property at 1921 11th Street North, would allow alternatives to asphalt and concrete in specified districts, codify existing staff practices for pervious pavement, and add new provisional uses such as pervious pavers in single‑ and two‑family residential districts, gravel or crushed concrete for community commercial and institutional districts north of 15th Avenue North, pervious concrete as a provisional use citywide, and pervious grass pavers in institutional districts for lots over 10 acres.
Steinoff said staff considered requiring provisional use permits for impervious pavers so the city can confirm appropriate materials and weight‑bearing performance for vehicle loads. No public comments were received and staff recommended the commission recommend approval to the city council. A commission member moved and a second was offered; the motion passed by voice vote.
If approved by council, the amendment would formalize options staff has used in some cases and add new surface types in limited districts while preserving engineering review to ensure material performance.
