The Moorhead Planning Commission voted to recommend to the city council both a zoning map amendment from Institutional to MU‑2 (neighborhood mixed use) and a comprehensive plan amendment from public institutional to mixed use for three Concordia College parcels at 801 10th Avenue South, 1022 8th Street South and 1102 8th Street South.
Assistant city planner Ethan Jonk described Houston Engineering’s application on behalf of Concordia College to consolidate the sites and redevelop them with a four‑story building containing three stories of student housing and first‑floor commercial services. Jonk said the building will be no taller than 55 feet and will meet MU‑2 zoning requirements. No public comments were received.
Commissioners asked about parking: one commissioner noted that density was said to be dictated by parking and asked whether campus parking availability had been evaluated. City planner Houston and staff said that student housing would rely on campus parking and that mixed‑use commercial parking needs would determine how many on‑site spaces were required; staff said campus lots provide additional capacity and that the mixed‑use district does not impose a density cap on multifamily uses.
The commission moved and seconded the two recommendations; both motions passed by voice vote. The recommendations will be forwarded to city council for final action.
