Planning Commission recommends Prairie Parkway 5th edition preliminary and final plat to city council

The Moorhead Planning Commission voted to recommend approval to the city council of Lowry Engineering’s preliminary and final plat for Prairie Parkway 5th edition. Assistant city planner Bridal Cameron told commissioners the request reconfigures lots that were approved under Prairie Parkway 4th edition but were not recorded or built and converts two vacant multifamily lots into parcels intended for single‑family detached homes, twin homes and townhomes.

The proposal uses the planned 23rd Street extension and 28th Street for access. Commissioners questioned whether the plat and engineering notes clearly showed where new pavement would join existing streets and whether utilities were adequate. Bridal Cameron said some utilities were already installed under earlier approvals and that a sewer line through the site will be abandoned where a stormwater pond is planned; she said all new parcels will have access to public utilities but that some connections were installed previously under earlier phases.

Commissioners asked for confirmation about the 23rd Street alignment and whether it would join 40th Avenue; staff indicated the new 23rd Street will connect to 40th Avenue and that a future culvert or temporary access may be needed during development. No public comments were received prior to the hearing.

Following questions and discussion, a commissioner moved to approve the plat subject to the four conditions listed in the staff report, a second was offered, and the motion passed. The commission’s recommendation is contingent on the conditions outlined in the packet and will be forwarded to the city council for final action.
