At the Pamlico County Board of Education's May meeting, public commenter Vicky Mosley Jones accused the board of making at least one principal's contract decision for personal reasons and asked for greater transparency in personnel decisions.
"I am disappointed in your decision and feel it was based on personal reasons other than job performance," Jones said, urging the board to explain why only three principals were offered renewals and one was not. She cited North Carolina statutory duties for boards of education and asked the board to provide written salaries for all administrative staff, which she said is public information.
Jones framed her remarks around state law, saying the North Carolina General Statutes (chapter 115C in her remarks) define the board's role in general control and supervision of public schools and the superintendent's duties. She said the community has been asking for salary information for three years without receiving it and asked for an explanation of the criteria used in the personnel decisions.
Board leadership acknowledged the comment and moved on to the superintendent's report without a substantive on-the-record response at the meeting. The board later convened a closed session to consider confidential student and personnel matters, citing North Carolina statutes and federal FERPA protections.
The board did not vote or take new public action in response to Jones's request during the open meeting; the personnel report was approved after the closed session. Jones also said she continued to support "Dr. Johnson" and asked that any allowable information be disclosed in writing.
Next steps: Jones requested written salary records and an explanation of the decision-making criteria; the board did not provide those documents during the meeting. The board entered closed session and, on return to open session, approved the personnel report. The transcript does not record the board producing the requested written salary disclosures at this meeting.
