Grand Forks council passes several ordinances, introduces Grand Park development after mayor discloses ownership interest

The Grand Forks City Council on Jan. 20 approved several ordinances and introduced a major annexation and rezoning tied to a South 20th Street development.
Council completed second reading and adopted an amendment to the city code clarifying the definition of canned cocktails, permitting the drink to be sold in any container not exceeding 16 fluid ounces. The ordinance change was approved unanimously after council clarified the size limit.
The council also adopted zoning-map amendments affecting several nonconforming properties (including parcels on 4th Avenue North, North 1st Street and South 14th Street) by unanimous vote following a brief public-hearing period during which no members of the public spoke on those items.
During introductions under items 5.14–5.16, the council considered a preliminary plat, rezoning and annexation for "Grand Park 1st edition," a development at the 6300–6800 blocks of South 20th Street. The mayor disclosed a personal financial interest in the project, stating, "I own half of it," and said he would not vote on the matter. The council moved to introduce and give preliminary approval to the ordinances; those introductions passed unanimously.
Other routine business: the council approved a consent batch of items (5.1–5.13), approved payment of bills and accepted minutes of the Jan. 5 meeting, all by unanimous vote.
What happens next: The introduced ordinances for Grand Park proceed through the usual zoning and annexation process; the mayor’s disclosure was placed on the record and his stated nonparticipation noted for any future vote where a conflict might arise.
