Commission approves 10-year conditional use permit for Vorbeck Materials to store hazardous materials at new Grand Forks site

The Planning and Zoning Commission voted Jan. 7 to grant Vorbeck Materials a 10-year conditional use permit at 4949 10th Avenue South to allow storage and pilot-scale manufacturing of hazardous and nonhazardous materials.
Planning staff (Miss Grasser) said Vorbeck has begun preparing the site, is coordinating building permits and is working with the fire department on compliance with the International Fire Code. The staff report recommended a 10-year timeframe for the conditional use, consistent with prior permits.
A representative identified in the record as the company's chemical-engineering director spoke at the public hearing and said Vorbeck moved into the building last January and is preparing a pilot plant while continuing coordination with the fire marshal. City staff said the fire department will maintain control of detailed chemical inventories and permitting rather than duplicating lists in the CUP attachment.
Commission discussion focused on whether inventories and materials lists should be attached to the permit; staff said the fire marshal will retain those lists and review them as part of fire-permit processes. Commissioners moved and approved the CUP; final building permits and ongoing fire-department oversight remain prerequisites to full operation.
The approval allows Vorbeck to proceed with the conditional-use timeframe; technical building and fire-safety approvals still must be filed and cleared.
