Hastings school board names 2026 officers, approves calendar and administrative delegations

The Board of Education for Independent School District No. 200 met Jan. 5 at the Hastings Middle School Media Center for its 2026 organizational meeting. Chair Carrie Tate called the meeting to order at 6:00 p.m. and roll call was taken by Mark Zuzek.
Board members elected officers for 2026. In a contested vote for chair, Carrie Tate received a 3–2 majority over Mark Zuzek and was elected Chairperson. Jessica Dressely was elected Vice-Chairperson (5–0), Melissa Millner was named Clerk (5–0) and Mark Zuzek was elected Treasurer (5–0).
The board approved routine organizational items by motion: adopting the consent agenda and the 2026 school board calendar (both unanimous), and establishing the Hastings Journal as the district’s official publication by a 4–1 vote (Philip Biermaier voted nay). The board also approved the 2027 Combined Polling Places Resolution, waiving the reading, by unanimous roll call.
Administratively, the board authorized the superintendent or a designee to perform the official responsibilities of the clerk and treasurer and designated the Superintendent and specified finance staff to make electronic funds transfers. The board delegated contract-signing authority to the Superintendent and the Director of Finance and Operations under Minnesota Statute 471.345 and authorized entering Joint Powers Purchasing Agreements under Minnesota Statute 471.59.
Financial controls were updated: the board approved official depositories (Merchants Bank; Vermillion State Bank for Hastings/Vermillion activity accounts; Minnesota School District Liquid Asset Fund/PFM Asset Management; payroll and Section 125 flex accounts; State Board of Investment OPEB PERA Plan; and US Bank QSCB escrow account) and approved facsimile signatures for the board chair, treasurer and clerk.
On personnel and compensation matters, the board set 2026 compensation at $4,750 for the board chair and $4,250 for board directors and voted that board members do not participate in district benefits. Employee recognition amounts for service milestones were approved: 5 years $30; 10 years $50; 20 years $50; 30 years $60; 40 years $100; 45 years $150. Capital asset thresholds were set at $10,000 for individual items and $50,000 for group purchases, per Policy 704.
The board approved legal counsel (Kennedy & Graven, P.A.; Ratwik, Roszak & Maloney, P.A.) and LB Carlson as the district’s auditor. It also designated the Superintendent as the Identified Official with Authority (IOwA) and named the Director of Finance and Operations as IOwA by proxy for Hastings Public School District.
Committee assignments and representatives for 2026 were listed and approved, including representatives for AMSD, BrightWorks, ISD917, MSHSL and the Native American Parent Advisory Committee; the board later amended the agenda to remove separate liaison votes because those positions had been discussed and approved earlier.
A brief work session followed the organizational business, covering the superintendent’s mid-year evaluation summary, a planned Dave Webb "Homerun Leadership" facilitated retreat and ISD200 legislative priorities. Chair Tate presented future meeting dates. The meeting adjourned at 7:01 p.m.
