The MDD representative asked the city to advance $9,000 for items including a dedicated marketing website, email system, and brochures so the district could begin economic-development outreach. The council’s attorney said any city provision of funds to the MDD should be supported by formal findings and a written agreement that ties the advance to constitutionally permissible public purposes.
City staff said the MDD had not adopted a budget when it was formed and therefore lacked money available until October; the MDD representative said the funds were needed to set up outreach materials, website and basic operations to promote commercial investment. “We are basically the marketing arm for the city of Josephine to bring in commercial… so that we can grow the tax base,” the MDD representative said.
Council members asked for specific documentation. One councilmember pressed for an itemized breakdown and questioned a legal-fees line in the MDD proposal, asking for citations supporting the $2,400 monthly legal estimate and other costs. Another member said the council would need to see project numbers that tie expenditures to specific, council-approved projects before authorizing transfers of public funds.
After discussion the council moved to table the MDD advance until the next meeting so staff and the MDD can supply a formal interlocal or repayment agreement, project-level justification, and clearer cost detail. The motion to table carried.
Why it matters: The MDD is funded by a voter-approved sales-tax increment intended for economic development; because the MDD is a separate political subdivision but closely tied to the city, the council has oversight responsibility to ensure city resources are not used without formal findings and agreement terms.

The council also asked the MDD to reconsider the frequency and size of its operating expenses so more dollars can be directed to projects rather than overhead.
