Treasurer Mike Whitney called the Oxford Community Schools Finance Committee to order at 8:36 a.m. on Oct. 30, 2025. Trustees Acheson and Gibson were present along with Superintendent Dr. Milligan and finance staff John Fitzgerald and Courtney Makowski.
The committee unanimously approved the minutes of the Oct. 2, 2025 meeting after Trustee S. Gibson moved and Trustee A. Acheson supported the motion; the minutes recorded the vote as "3 Yea. Motion carried."
Staff reviewed a state budget brief that included a categorical update on 31aa funds and discussed fund-balance practices. Committee members noted that what constitutes a "healthy" fund balance varies from district to district; no target fund-balance percentage was recorded in the minutes.
The committee also recorded a recent uptick in FOIA requests. Minutes note that "some requests are broad and may require fee forms," indicating staff may seek fees for unusually expansive requests.
Assistant Superintendent of Finance John Fitzgerald presented an overview of the Quarter 1 financial reporting packet and provided an update on the district's debt structure. The minutes summarize the topics discussed but do not include specific figures from the Quarter 1 packet or line-item debt amounts.
On insurance, Fitzgerald told the committee that quotes are still being gathered and that "John will meet with the brokerage firm soon to discuss/receive quotes and timelines." An insurance update will be presented to the full board at a later date.
Staff gave updates on the sinking fund and operating millage outreach, noting district participation in a recent Oxford Chamber of Commerce Trunk or Treat event. The minutes record that OCS administrators "will present to Oakland Schools regarding the center-based program" on Nov. 10, 2025.
