Council approves consent agenda, awards water‑meter contract amid one dissent

Council later approved the annual population growth rate for the Grand Forks—East Grand Forks MPO socioeconomic study by unanimous vote. The meeting also included acceptance of the Jan. 31 investment portfolio summary, approval of the vendor list and minutes from Feb. 2, and a proclamation designating Feb. 15–21, 2026 as Freedom Week, which included recognition of essay winners from the Sertoma Club contest.
Council adjourned following brief administrator remarks recognizing Al Grasser’s retirement after more than 40 years of public service.
