Eagle Pass ISD board approves cameras for 29 special-education life-skills classrooms

On July 14, 2026 the Eagle Pass Independent School District Board of Trustees unanimously authorized a written request under Texas Education Code 29.022, 19 TAC 103.1301 and board policy EHBAF to place, operate and maintain video cameras in qualifying special-education settings, including life-skills classrooms.
Superintendent Ismael Mijares told the board the district identified 29 classrooms that do not yet have cameras and recommended starting installation as soon as the board approved funding and procurement. "We have a total of 29 classrooms that we'll be doing a camera installation," Mijares said. He added the district hopes to have installations completed by December, subject to contractor schedules.
Board materials and public discussion presented an estimated installation cost of about $280,000; one speaker briefly referenced $200,000 during discussion. Staff said the figure will be refined as vendors provide bids. Trustees framed the measure as a student-safety and staff-protection step, noting cameras can provide objective evidence when incidents are alleged.
The motion to authorize the request was recorded as moved by Trustee Hiller and seconded by Trustee Heredia; the motion passed unanimously.
The authorization directs district staff to submit the written request and proceed with pricing and procurement consistent with the cited statutory and regulatory authorities. District staff said they will return with contractor bids and a funding plan before installation begins.
