Greer council hears annexation requests and easement conveyance; Chestnut Grove streets accepted into city system

Greer — At its July 14 meeting, the Greer City Council considered several land-use and development items: two separate first readings to annex commercial parcels along Wade Hampton Boulevard, acceptance of subdivision streets into the city street system, and a first reading to convey temporary easements to permit construction access.
Staff (Ashley Cottey) presented a first reading of Ordinance 20-2026 to annex two parcels owned by Sandra Maccabee and to zone them 'commercial corridor.' Staff said the parcels are surrounded by commercial zoning and recommended approval; a public hearing was scheduled for July 20. A representative in the audience, Marshall McAtee, noted related activity on a nearby corner parcel that had once been considered for a bank.
Council also received a first reading (Ordinance 21-2026) to annex property owned by Greer Gun and Pawn Shop Inc. fronting West Wade Hampton Boulevard, again with staff recommending commercial corridor zoning and a July 20 public hearing.
On Resolution 18-2026, staff recommended acceptance of Chestnut Grove subdivision streets into the city system after inspection. Mr. Buchanan told council the project began in 2020, is in Council District 3, utilities are installed, streets are paved and housing construction is substantially complete with 173 lots built out; staff recommended acceptance and council voted to approve the resolution.
Council also received a first reading of Ordinance 26-2026 to convey certain temporary construction and road easements needed to connect future roads (areas noted near Hibiscus, Geranium and Tigerdale). Staff explained the easement parcels are currently city-owned and mostly floodplain that had been earmarked for a trail and parks; the conveyance would allow construction activity and eventual acceptance of the road if built to city standards.
Public hearings are scheduled for the annexations on July 20; staff will return with any additional materials before final votes.
