Rutherford council approves several ordinances and resolutions: parking changes, mobile food-vendor rules, police salary updates and liquor-license renewal

Rutherford's Mayor and Council on July 13 approved a package of routine ordinances and consent resolutions that included parking-code changes, a mobile food-vendor ordinance, a police salary ordinance and a liquor-license renewal.
Parking: The council passed multiple items amending chapter 126 (vehicles and traffic). On first reading the council approved repeals for a handicapped parking space on Chestnut Street and a 15-minute parking space on Donaldson Avenue (the Donaldson change was explained as removing a temporary spot created during police-station construction). The council also approved first reading of an ordinance establishing handicap spaces on Grand Avenue and Wood Street. A second-reading item repealing a handicapped space on Montross Avenue was also passed.
Mobile food vendors: Councilman Mazzone presented an ordinance on second reading to license mobile retail food vendors, set operational standards and penalties, and require insurance. David Labrino asked whether the ordinance's apparent $1,000,000 insurance threshold would affect festival volunteers and small event vendors; borough staff said the rule is intended to regulate season-long food trucks and not to disrupt private-event vendors or ice-cream trucks, and that temporary food-handler permits still apply. Borough administration and the attorney will confirm whether the insurance threshold applies to volunteer and private-event contexts.
Police salary and personnel-related items: The council passed a salary ordinance on second reading updating pay provisions for captain, deputy police chief and chief under the Civil Service Act; borough administration clarified that the ordinance will not alter Chief Russo's terminal-leave calculation because his compensation is governed by a separate employment contract. The council also approved Resolution 150 authorizing an employment contract for Deputy Chief Sean Farrell and accepted the resignation/retirement of Chief Russo.
Consent items: The consent agenda included a renewal of the distribution liquor license for Claire's Food Market and a second bill list; these and other routine items were approved by one roll-call vote.
The council scheduled a closed session to discuss a personnel matter later in the evening; no further public actions were taken then.
