Weslaco ISD outlines bond projects, considers design‑build packages for HVAC and vestibules

WESLACO, Texas — Trustees received an update on bond projects scheduled for August through December, including vestibule construction at multiple campuses, fine‑arts activity centers, roofing work, fire‑alarm upgrades and access controls at high schools.
Mr. Gilat said staff are evaluating packaging options and whether to pursue traditional competitive solicitations or design‑build procurement to gain speed and cost certainty. "Design‑build offers faster timeliness, cost certainty, and single point accountability," he said, though trustees warned of past problems under certain contracting methods and urged careful review of liquidated‑damages risks.
Trustees asked for a history of prior district design‑build projects and were told the district used a district‑wide design/energy project in 2014 and an older project in 2001; several trustees said they favor piloting design‑build for specific HVAC needs to address ongoing system problems.
Staff said interactive project portfolios and enhanced transparency tools will be posted on the district website to give trustees and the community better visibility into project status.
