Council delays raze-and-remove decision for 127 West Berlin Street, asks staff for history and health reports

Council discussed a proposed raze-or-repair/raze-and-remove action for 127 West Berlin Street after the building inspector reported inspection findings and the county health department concluded the structure was unsafe for human habitation.

Staff described the June 8 inspection and summarized hazards cited by the county: atmospheric and respiratory hazards, biological contamination, structural and other immediate life-safety concerns. Council members emphasized that the property has a multi-year complaint history and questioned why the matter arrived with the council at this late stage. Several members asked staff to compile the full history of contacts, prior inspections, letters sent, photos taken and any citations or fines, and to obtain a title search to clarify ownership so the city can proceed properly if legal action becomes necessary.

Council members expressed concern about proceeding without documentation: one member said they were "not willing to move forward until we have this stuff in front of us" and requested photos and the county health inspectors report be made available for review. Staff confirmed some photos were taken at the June inspection and said portions of the county file were confidential; they agreed to request whatever the county can share. The council did not authorize immediate demolition or removal and chose to bring the item back to the next month's meeting after staff assembles the requested materials.
