Berlin council approves Walmart tobacco license, circus permit and Core Inc. contract; directs transportation grant transfer to county

The Berlin Common Council approved several routine licenses and contracts and took direction on a senior transportation grant during its July 14 meeting.
Licenses and permits: The council voted to grant a cigarette, tobacco and electronic-vaping retail license for Walmart (store #1727 at 861 Tony Road) after a short review and no recorded opposition. The council also approved a special-event permit for the "Kingdom of Wonders" free circus in Riverside Park (July 21—3, setup July 20). Staff described the event as family-oriented, approximately 100 minutes per performance with a 15-minute intermission, no animals or clowns, and funded by donations, concessions and merchandise. Council members discussed logistics including parking, sanitation and whether background checks are required for touring staff; staff said existing permit checks do not require a separate license to sell merchandise and organizers typically self-house their crew.
Core Inc. contract: Council approved a real-estate services agreement with Core Inc. to provide appraisal and acquisition services for the Wisconsin 91/49 South-to-Burlington Greenway County Road project. The contract was approved with the condition that the city attorney sign off on final changes and that the Wisconsin Department of Transportation approve the contractor. (The transcript includes two different dollar figures when the item was read: one packet line stated "cost not to exceed $63,900 plus $4,300 per parcel" while a later motion referenced "$53,900 plus $4,300 per parcel." Staff and council asked the attorney to confirm final terms before execution.)
Transportation and Meals-on-Wheels transition: Staff and an ADRC representative explained that, because of grant rules requiring no "empty miles," Green Lake County will assume the senior-center transportation and Meals-on-Wheels delivery functions effective Aug. 1. Volunteers will deliver meals under the county program, and the countys scheduling numbers will replace the centers local call-in. Council discussed fare differences (the city charged $2 for local trips; county local trips were described as $5, with county fares to farther destinations cited at $20 and $40). Council instructed staff to "work with the county to ensure the transportation grant is turned back over to the county," to end the center-run ride program Aug. 1, and to coordinate with WisDOT about transfer or reallocation of a DOT vehicle and grant paperwork.
Motions for the license, permit and contract items carried unanimously or without recorded opposition. Council also required attorney review of the Core Inc. contract before final execution.
