Dunmore Borough Council on June 9 approved a memorandum of agreement with Lackawanna County related to the Act 167 countywide stormwater management plan. Borough staff and council members said the agreement will allow the county to complete a federally and state-mandated stormwater study and act in an advisory capacity.
Greg Wolff summarized the item as an Act 167 requirement, explaining the counties conduct the studies and the memorandum supports grant-funded work on the Chestnut Street stormwater project. Wolff emphasized the memorandum does not lock the borough into new fees and described the county’s role as advisory.
Councilmember Katherine Oven moved the motion and William O’Malley seconded; the motion carried on a voice vote of those present.
Council members said they supported collaborative, county-led work to meet statutory requirements and noted the item is intended to help municipalities access grant resources and technical assistance rather than create immediate local obligations.
