Montrose County commissioners meet in executive session to review county manager applicants; no decision announced

Montrose County—s Board of County Commissioners met in a special session Monday, Aug. 4, and voted to go into executive session to review applicants for the permanent county manager post.

The board convened at about 10:45 a.m. and, after a brief roll call in which Scott Majaras (District 1), Sue Hansen and Sean Pond (District 3) were listed as present, the presiding commissioner moved that the commissioners enter executive session pursuant to Colorado statutes covering personnel matters and legally protected confidential matters. The motion was approved by voice vote.

County Attorney Julie Andress said the executive session included the three commissioners, HR Director Leslie Kwan, interim County Manager David White and the county attorney. "In the executive session, the board members received the applicants for county manager and discussed how the process works, but no decisions were made," Andress said after the closed meeting.

The board returned to open session at 11:03 a.m. and then moved to adjourn; the special meeting ended at 11:04 a.m. The commissioners did not announce a decision, a vote on an appointment, or a timeline for any next steps during the public session.

The meeting record cites Colorado Revised Statutes governing executive sessions for personnel and legally confidential matters (CRS 24-6-402(4)(f)(I); CRS 24-6-402(c); CRS 24-72-204), which the county attorney referenced in her report to the board. The county did not release further detail publicly about the applicants or any planned follow-up.

The special session was brief and procedural: the chair opened the meeting, the board moved into a closed session to consider county manager applicants and then returned with the county attorney—s statement that no appointment or final action had been taken. The board then adjourned.
