Dunmore council approves 99-year lease with American Legion and routine municipal measures

The Dunmore Borough Council on July 14, 2025, voted unanimously to authorize a series of routine measures and a 99-year lease with the American Legion, Dunmore Post 13, for borough property at 618 South Blakely Street.
Council President Janet Brier called for and recorded motions on multiple agenda items. William O'Malley moved and Katherine Oven seconded approval of the June 9, 2025 meeting minutes; the motion passed with all members voting aye. The council then approved payment of open bills that included a $24,000 insurance passthrough related to a house fire on Meade Street; Greg Wolff, the borough manager, described the item as an insurance passthrough and noted it had been discussed prior to the meeting.
Thomas Hallinan moved and Elizabeth Zangardi seconded authorization for the borough solicitor to execute a 99-year lease with the American Legion, Dunmore Post 13, for parcel 14615010004 at 618 South Blakely Street. Greg Wolff explained the Legion ims to construct a small meeting building and that "they'll have to obviously follow any zoning, any laws, any permits" and that ownership would revert to the borough if the Legion dissolves. The motion passed with all members present voting aye.
The council also approved hiring camp staff for the Summer Parks Program (motion by Hallinan, second by Zangardi); approved a Community Development Block Grant modification of certification for $1,000 to support Chestnut Street Phase 2-2 after a gas company scheduling delay (motion by O'Malley, second by Oven); and adopted Resolution No. 9 of 2025 to submit a reinvest grant application with Lackawanna County for Music Fest (motion by Hallinan, second by O'Malley). All votes were recorded as aye.
Each motion was moved, seconded and approved by unanimous vote during the meeting. The council adjourned after concluding announcements and community updates.
