Council adopts consent agenda including grant awards and PFAS settlement funds

Items included acceptance — with appropriation where required — of a disaster medical support unit donated by the Hampton Roads Planning District Commission for use by Fire Rescue and Emergency Services; a forensic discharge planning grant of $107,835.38 from Chesapeake Integrated Behavioral Healthcare as fiscal agent for the Virginia Department of Behavioral Health and Developmental Services; a HUD Continuum of Care planning grant of $95,199 to be appropriated to social services; and two settlement appropriations: $15,904.34 from opioid settlement funds to behavioral health services and $35,217.82 from the BASF PFAS settlement to the Public Utilities Fund for water testing and treatment.
Council also adopted an ordinance moving city payroll practice from payment in advance to payment in arrears and appropriating $4,596,200 from the general fund balance — including a $1,621,200 transfer to various funds — to maintain payroll and leave balances during the change.
The consent agenda was approved 7‑0 with no additional discussion.
