Chair (S5) said the meter box location was confirmed to be on the property line and the board discussed whether to install the vault regardless of the neighbor’s objections.
Staff (S2) explained the waterline has been in place for years and that the city believes an established right-of-way will allow installation. S2 described the meter as a precast vault with a lid and radio-read capability that will not significantly protrude from the ground. "It's gonna have a good lid on it, and you can drive it — you can drive a tractor across it," S2 said, arguing the installation need not be an eyesore.
Board members agreed to speak with the adjacent property owner about the placement and to proceed if the right-of-way and protocol support doing so. The council noted the practical need for the meter to serve centralized billing and to maintain waterline integrity, while also acknowledging the neighbor’s concern about aesthetics. No formal condemnation or eminent-domain action was proposed; the item will move forward with staff outreach to the property owner.
