Calvert City officials told the council they are coordinating water and sewer service for Marshall Gaming and are evaluating an arrangement with Kentucky Dam Village that could expand the city’s sewer flows.
Chair (S5) said Marshall Gaming representatives told the city council they are targeting an opening in February '26 and that the developer built its own lift station. "All the lines have been located and connected," staff (S3) said, but the city will need to coordinate timing and lift‑station operations before the developer uses the connection.
The council also said it has engaged Rivercrest to interface with Kentucky Dam Village engineers to determine whether the village’s sewer operations should be transferred or integrated. Committee members said the village has made infrastructure improvements and the city has signed a contract to study where responsibilities and costs would lie. S2 said the city will install a flow meter on wastewater from the state-park area so the parties can quantify flows as part of the decision.
Staff (S2/S3/Chad) presented modeling and preliminary forecasts for future water and sewer demand and agreed to circulate Chad’s data to board members. Council members emphasized the need to confirm ownership and long-term maintenance responsibilities before any formal agreement, and they asked staff to return with clearer cost, flow and contractual options.
