Bonham council fills board seats, reappoints representative to Texoma Community Center and approves $350,000 rural ambulance sub-agreement

The Bonham City Council on June 8 approved several personnel and intergovernmental items and accepted a grant-funded ambulance sub-agreement with Fannin County.
Appointments: Shellie White, general manager of the Texoma Area Para-Transit System (TAPS), explained the role of the city’s representative. Wolf Laughing volunteered and the council appointed Laughing to the TAPS Board (motion by Sam Fox, seconded by Kevin Hayes; vote 7-0). The council also reappointed Jake Shockley, Lance Davis and Austin Ashlock and appointed Sammy Hardin to the Airport Advisory Board (motion by Sam Fox, seconded by Clark Smith; vote 7-0). Sylvia Cave, CEO of Texoma Community Center, asked the council to reappoint Judge Christina Tillet as the city’s representative to the Center’s Board; the council reappointed Judge Tillet effective Sept. 1 (motion by Ernie Quintana, seconded by Kevin Hayes; vote 7-0).
Rural Ambulance Grant sub-agreement: Fire Chief Chris Hughes summarized a sub-agreement with Fannin County that establishes the Bonham Fire Department’s responsibilities to operate, staff, maintain and deploy a grant-funded ambulance. The grant amount is $350,000 and will help fund acquisition of a new ambulance and eligible equipment; the city will remain responsible for any costs above the grant amount and for ongoing operational, maintenance, staffing, fuel, insurance and compliance costs. No direct grant funds will be received by the city under the agreement. Council approved the sub-agreement (motion by Ernie Quintana, seconded by Wolf Laughing; vote 7-0).
Employee recognition: Sarah Osburn announced Officer Curtis Humphreys as Employee of the Quarter for Q2 2026; Humphreys was not present and will be recognized at a future meeting.
Follow-up: departments will coordinate implementation and report back to council on appointments' onboarding and on operational readiness for the grant-funded ambulance.
