Cranford committee adopts three ordinances, approves library change order and multiple contracts

The Township Committee of Cranford adopted three ordinances and approved a series of consent resolutions at its April 21, 2026 Official Meeting in Council Chambers.
The Township Clerk read Ordinance No. 2026-10 to add a stop-sign intersection under Chapter 410, Ordinance No. 2026-11 to authorize certain debit/credit card and ACH payments and permit recouping processing fees, and Ordinance No. 2026-12 to allocate a portion of Birchwood Developers’ annual service charge to the Cranford Public School District. Each ordinance opened for public hearing, received no public comment, and was adopted unanimously (Aye: Mayor Kathleen Miller Prunty; Deputy Mayor Paul A. Gallo; Commissioners Brian Andrews, Terrence Curran and Gina Black).
Commissioner Gina Black explained Ordinance No. 2026-11 was intended to recover a portion of increased electronic payment processing costs as electronic payments have increased. Ordinance No. 2026-12 extends an existing arrangement tied to the Birchwood PILOT by one year.
Commissioner Black also introduced Ordinance No. 2026-14 to amend Chapter 472 (Tobacco Products and Smoking) to change licensing fees for electronic smoking device establishments; the ordinance passed first reading and is scheduled for final hearing May 19, 2026.
By consent the Committee adopted a package of resolutions. Key items included:
• Resolution No. 2026-183 authorizing municipal acceptance of credit card and other electronic payments and permitting transaction fees consistent with N.J.A.C. 5:30-9.9; the resolution lists specific payment types (for example Police Department parking meter and parking permit fees).
• Resolution No. 2026-186 approved Change Order No.13 for the Cranford Public Library Addition & Renovations Project to address unforeseen floor preparation work. The change order adds $6,500 to the contract, increasing the amended contract amount to $2,640,264.46. The consulting engineer reviewed and approved the additional work and the Chief Financial Officer certified availability of funds.
• Resolutions awarding non-fair-and-open contracts for pool work and roofing (Zack Painting Co., Inc. and Waterproof Properties II LLC) and authorizing Colliers Engineering & Design (Maser Consulting) to provide engineering services for the Library Door and 2nd Floor Window Replacement Project (contract not to exceed $13,500) were also approved. The Committee authorized the Clerk to advertise for bids where required (Rahway River desilting, Library Door and Window Replacement).
The Committee approved the minutes of the February 17, 2026 Workshop and Official Meetings and the Bill List dated April 21, 2026 totaling $173,073.27 by unanimous votes.
The meeting record shows the Committee handled the package of ordinances and resolutions in accordance with statutory notice and local procedures. Next procedural dates noted in the meeting: final hearing and publication for Ordinance No. 2026-14 on May 19, 2026 and April 30, 2026, respectively; bid advertisements for the Rahway River desilting project and Library Door & Window Replacement were authorized.
The Committee recessed the Official Meeting and returned to the Workshop Meeting at 9:36 p.m.
