The Harwich Select Board took several formal actions during its July 13 session.
Board of Health resignation: The board voted to accept Kevin DuPont's resignation from the Board of Health effective immediately. The motion, moved by a board member and seconded, passed 4 to 1.
Consent agenda and other routine motions: The board approved the consent agenda with the exception of item A (which was removed for further discussion), then proceeded with routine approvals and administrative items.
FY26 year‑end line transfers: The board voted unanimously to approve year‑end transfers totaling $982,200 under MGL ch.44 s.33B. The largest single transfer was $591,000 to close out a snow-and-ice deficit; other transfers funded wage adjustments, insurance true-ups and completed projects so the fiscal year could be closed out.
Community Preservation Committee invoicing process: The board unanimously approved an internal control procedure for CPC appropriations requiring two attestations (conformity of goods/services and eligibility versus the town‑meeting appropriation) before payments are processed.
Easements and takings for Phase 3a sewer extension: The Select Board authorized the town to sign takings/easements for two parcels tied to the Phase 3a sewer extension project (15 Wheels Road and 261 Pleasant Bay Road). Both motions were moved and passed unanimously.
One‑day special permits: The board approved a set of one‑day special permits, including a 1‑day wine and malt license for an event at 204 Citizen Road (07/17/2026), a 1‑day liquor permit for the Boston Society of Architects at 203 Bank Street (07/16/2026), and a one‑day entertainment permit for the Harwich Chamber of Commerce (07/18/2026). All passed unanimously.
Citizen appointment: Charles Gruska was appointed unanimously (5-0) as the citizen representative to the Monomoy joint regional agreement formula working group.
What happens next: Administrative staff will post notices of vacancies and follow up on necessary implementation steps (easement recordings, transfer processing and CPC payment attestations). The town clerk and administrators will manage vacancy appointments and public notifications.
