North Beach department reports: police log, green-infrastructure design and waterfront planning

A Calvert County Sheriff's deputy reported that deputies handled 68 calls for service in the North Beach area in December 2025, up from 51 in November, and described a resolved package-theft incident in the Burnt Oaks/Seagull Court area.
"In December 2025, the sheriff's office handled 68 calls for service in the North Beach area, which is slightly up from the 51 calls for service in November," the deputy (speaker 6) said, and answered council questions about parking-enforcement activity around the boardwalk and at the 7th & Chesapeake intersection.
Public Works director Donnie Bowen (speaker 5) reported two major accomplishments: a 100% complete green-infrastructure design for Greenwood Avenue and the Bay Avenue apartment lot ready to go out to bid, and a 100% design package for an offshore breakwater that will next enter permitting. "We received a 100% complete plan," Bowen said about the green infrastructure designs and noted the next phase is permitting for the breakwater design.
Bowen also said workers painted the storage-shed roof, completed ramp and railing work near Hatches Corner to 7th Street, and plan to continue railing work toward 3rd Street and the Finger Pier when budgets and permits permit. He told council he would provide drone photos of the new railing and roof at a future workshop.
Treasurer Joanne Hunt reported a total on-hand balance of $6,611,000 and said water and sewer bills covering October through December will be billed later in the month. Emma Donaldson, assistant waterfront and parks director, gave a seasonal update on events and staffing and noted that two additional public bathrooms will be available once Cowles Park work proceeds.
What happens next: Public Works will move the green-infrastructure project to bidding and begin permitting steps for the breakwater design; staff will follow up with the sheriff's office on specific parking-citation activity if council members provide dates for incidents. The meeting closed with council reports and adjournment.
