O'Quin said the Comprehensive Land Use Plan designates the area as medium-density residential and the Planning Board unanimously recommended approval.
Denning, who was sworn before testifying, told the board the proposal follows the same floor plans as another four‑unit townhome under construction on Blackmon Street and characterized the request as a continuation of prior, similar approvals. The board entered the staff report into the record and approved the special-use permit 6-0.
The project will proceed to technical review, where standards for parking, buffers and permitting will be determined.
