Benson commissioners revoke SUP for Riddick Street Townhomes to allow parcel‑specific resubmission

The Town of Benson Board of Commissioners voted unanimously on Nov. 12 to revoke Special Use Permit SUP‑2023‑05 for the Riddick Street Townhomes so the developer and property owner can resubmit for a single parcel not affected by drainage constraints.
Interim Planning Director Paul Embler told the Board that the original SUP covered three separate tracts totaling 1.77 acres, zoned R‑6 and R‑11. Two of those tracts have stormwater drainage issues; the town has a grant application and design work under way but staff do not expect monies to be available to complete drainage improvements for about 24 months. Embler said the property was awarded as a single project, and the owner (DCC Properties, later sold to Sea Mount Properties of NC, LLC) is proposing to rescind the full permit and return with the parcel that is free of drainage constraints.
Rebecca Schupp of 514 S. Lincoln St. spoke in favor during the public hearing, saying she was "tired of looking at the land just sitting there" and would prefer development move forward. No speakers opposed the revocation.
Commissioner Max Raynor moved to admit the staff report and property‑owner letter into the record and later moved the approval of the revocation; the Board approved the motion 5‑0.
The revocation removes the original multi‑parcel permit and allows the applicant to pursue a parcel‑specific approval path. Staff recommended the revocation to allow work to begin on the parcel not included in the town's stormwater relocation plan.
