"Generally speaking, it's a lot easier to administer a forgivable loan than it is a grant," Jensen said.

Members raised technical questions about lien priority and stacking multiple funding sources. Jensen explained local governments commonly accept a junior (second) lien position behind primary mortgage lenders to protect larger lenders' first position while preserving some recapture rights for the municipality. The committee discussed eligibility prioritization (teachers, first responders, other public employees) and whether tying loan duration to mortgage life would be appropriate.

Council members asked staff to produce a one‑page pros‑and‑cons comparison of grants versus forgivable loans and requested the worksheet be circulated to all members ahead of the committee's next meeting.
