- Ordinance 106-26 (Courthouse change order): Passed 7-0. Change order covered three items (small intake area roof, IT additions, and building lettering); no additional funds requested (monies previously allocated).
- Ordinance 107-26 (Construction agreement; Brookdale Park LLC, turn lane on Lafayette Road): Passed with one abstention by Coyne (vote recorded as 6 yes, 0 no, 1 abstain). Councilmember Coyne disclosed representation of the developer and abstained.
- Ordinance 108-26 (Professional services agreement with Chagrin Valley Engineering for SR-3 North design): Passed 7-0. ODOT contribution $494,000 noted; project scheduled for 2028.

- Ordinance 115-26 (Professional services agreement with T&M Associates for Brownfield remediation — South Elmwood parking lot): Passed 7-0. Grant not to exceed $242,360 and requires no local match.
- Ordinance 116-26 (Place question on Nov. 3, 2026 ballot to permit 108-fund use for sidewalks): Passed 6-1 (emergency clause adopted 6–1). This would not increase the tax rate but would broaden eligible uses of the restricted 0.25% portion of income-tax revenue.
- Resolution 117-26 (Support for finance director letter to county budget commission regarding EMS fund and balances): Passed 7-0. Finance director explained reasons for reserve balances and concerns about potential county oversight.
Other actions: confirmation of an interim appointment to the Income Tax Review Board (Todd Fisher) passed 7-0; council filed a 'not to object' liquor permit for Riley Concessions Legacy LLC (passed 7-0).
