Hopkins County commissioners approve consent agenda, budget amendment and record contracts

Hopkins County’s Commissioners Court on Dec. 23 unanimously approved a consent agenda that included prior meeting minutes and requests to install utility lines across county roads, and approved a budget amendment moving $14,247.72 in insurance proceeds into Precinct 4’s road-building fund.
The court voted to approve the consent agenda after Commissioner Joe Price moved and Commissioner Greg Anglin seconded the motion. The consent items included a request from Andres and Juliet Rubalcava to bore under County Road 2424 for a gas line and a request from Farmers Electric Cooperative to construct power distribution facilities across County Road 4131; both were recorded as part of the consent agenda.
Commissioner Joe Price later moved — and Commissioner Travis Thompson seconded — a budget amendment that transfers $14,247.72, received from Philadelphia Insurance Company, from an insurance proceeds line into the road-building line for Precinct 4. The motion carried unanimously.
The court also approved all bills, revenues, expenses, payroll and financial statements on file with the county clerk after a motion by County Judge Robert Newsom and a second from Commissioner Wesley Miller; that motion carried unanimously.
Separately, the court made a matter of record a subscription services agreement with Leadsonline; Chief Deputy Tanner Crump provided a summary of the service for the record. The court also recorded agreements with French Engineering LLC and Hargis Electric LLC; copies of those agreements were attached to the minutes.
No votes or amendments were recorded for grants or donations during the meeting. The court recessed into an executive session under Texas Government Code §551.074 to discuss a personnel matter and later reconvened; no formal action on personnel matters was recorded in open session.
The court adjourned at 9:43 a.m.
