Hopkins County adopts budget amendment to cover jail repairs, dispatch overtime and courthouse security

The Hopkins County Commissioners Court on Nov. 12 unanimously approved a budget amendment to close the 2025 fiscal year and apply excess revenues to cover several overages and one-time needs.
The amendment redirects $200,950 in prisoner housing fees, $60,400 in inmate telephone revenue and $16,730 received from Delta County to specific uses. Court discussion and the motion recorded that $248,378 will be used to cover dispatch overtime (the overtime overrun cited was $17,561), $77,851 for emergency jail repairs and maintenance, $142,466 for part-time extradition expense lines, and $46,500 for courthouse and courtroom security improvements. The court said these expenditures will be paid from excess revenue rather than fund balances.
Why it matters: County officials said the amendment is intended to close out 2025 with accurate budget lines and avoid drawing down reserves for operational overages. The court set Nov. 13, 2025 as the final date to submit any bills for 2025 and indicated subsequent charges will be handled in the 2026 budget year.
Commissioner Travis Thompson moved the amendment; the motion was seconded by Commissioner Miller and carried unanimously. The court approved the related financial statements and claims on file with the county clerk in the same meeting.
