Airport board approves runway rehab contract for ARW to Quality Enterprises

The Beaufort County airport board approved a recommendation to award the ARW runway rehabilitation contract to Quality Enterprises, the lowest qualified bidder, during its routine meeting.

John, the airport director, told the board: "So this is a contract award recommendation for Quality Enterprises, and they're gonna execute the, runway rehab project at ARW." Staff said the work is an overlay—about a 2-inch asphalt overlay—with grooving and night work for painting. Temporary markings will be applied immediately, with permanent paint scheduled once the asphalt cures (staff said permanent striping typically occurs about 30 days later).

Board members asked about schedule and flexibility; staff responded the contract sets a 15-day construction window but noted limited flexibility because of operational and weather constraints. The chair called for a motion; after a motion and second the chair closed debate and the board approved the contract by voice vote: "Hearing none, it passes for the contract awards," the chair said.

The director said staff will finalize the schedule with the contractor and coordinate timing around tournaments and other airport activity so disruption is minimized. The board did not record a roll-call tally during the voice approval.

The approval sends the contract forward for execution so work can be scheduled and permits, plant deliveries and night operations can be confirmed.

The board expects paving and grooving to be completed quickly once the contractor mobilizes, with final permanent markings following curing of the asphalt.
