Reedsburg council orders rebid on field house flooring, requires fan system in bids

Max, the public works representative, told the council the city received three bids: Tiles and Style LLC for $950,265; Basement Bros Inc. for $759,770; and Prostar Surface for $884,500. Max said Basement Bros proposed a different poured-on rubber surface that "is less expensive, and the wear life is less, so it won't last quite as long," while the other bidders submitted the roll-style rubber surface specified in the packet.
Council members pressed staff on technical trade-offs. One member said poured floors are harder to repair; another warned the wood subfloor interaction is the primary durability concern. Max said Prostar and Tiles and Style planned for a fan system under the flooring while Basement Bros' lower bid omitted fans but included a different vapor-barrier approach. Max also relayed tenant input: the facility tenant "Just A Game" advocated for Prostar based on prior work with that vendor.
Mayor Lehi and other members emphasized the importance of the fan specification. Lehi said, "We need to stick to our guns with the fans." Council members balanced that against price: Basement Bros' approach was roughly $100,000 cheaper, but some members argued the long-term risk to floor life and repairability made the savings questionable.
Staff warned that rebidding would take time because of required public-notice periods; the tenant wants the floor completed by Dec. 15 for a tournament. Max said rebidding could push the schedule but that it was feasible if the council preferred stricter bid specifications.
Council member Dietrich moved, and Maris seconded, a motion to rebid the project with alternates that explicitly include the fan system and other comparable options; the council voted in favor and the motion carried. Council directed staff to check vendor references and any prior issues reported by the school district before final award.
The council instructed staff to prepare an amended bid package that preserves the option of alternates while ensuring comparability language and the inclusion of the fan system, and to bring the revised package back to the council for authorization to publish notices.
