Council hears $850,000 loan order to design window/door/roof repairs at five schools

Boston — The City Council Ways and Means Committee on July 15 reviewed a loan order requesting $850,000 to fund feasibility and schematic design for window, door and roof projects at five schools under the Massachusetts School Building Authority’s accelerated repair program.
Brian McLaughlin of the Public Facilities Department said the appropriation would allow the MSBA and the city to assign an owner’s project manager and architect and begin design work for Boston Adult Technical Academy, Joseph J. Hurley School, Ellis Mendel Elementary School, Joyce Kilmer K–8 School and Mary Lyon School.
McLaughlin noted a slide error in the presentation: a figure shown as $900,000 should be $850,000 as read into the record. He said approval by the council would allow the MSBA to assign an OPM and architect "most likely in early September," and that the design work would start in the fall with anticipated construction in the summer of 2028 for the ARP projects.
Officials said accelerated-repair projects generally realize a higher effective MSBA reimbursement than some larger core projects because the MSBA cost-per-square-foot caps affect realized reimbursement for large, core projects. McLaughlin said Boston’s realized reimbursement on ARP projects is often close to the district’s base rate.
The docket was presented for committee consideration; no final vote occurred at the hearing. Chair Ben Weber said he plans to bring the loan order to the full council for a vote at a subsequent meeting.
