Metro outlines phased plan and engagement for 2028 regional transportation update

Metro project manager Andre Lakey Walker told the Washington County coordinating committee on June 23 that Metro is close to finishing the scoping phase of its 2028 regional transportation plan update and is moving into needs and analysis work.
"We are currently getting very close to wrapping up phase 1, which is our scoping phase," said Andre Lakey Walker, a senior transportation planner at Metro and the RTP project manager. He said Metro will present a formal work plan and engagement plan to JPACT and Metro Council in September and early October.
The RTP update is organized into five phases, Walker said: scoping; needs and analysis (including a revenue forecast); a call for projects and project list evaluation; a mandated 45-day public review of the draft RTP and climate-smart strategies; and final legislative adoption. Walker said the team extended the call-for-projects window this cycle "from February 1 to March 12," giving local partners more time to prepare submissions and align with budget cycles.
Walker emphasized transparency and community-centered outreach. "There's requests to provide transparency around funding and potential trade offs in different funding scenarios," he said, and urged partners to help Metro reach residents in locally trusted ways rather than relying only on large regional nonprofits. He also said the update will aim to integrate technical analysis with regional lived experience.
Committee members welcomed the presentation and asked how Metro will coordinate with city and state plans. Mayor Wilde of Wilsonville said the city had a "very constructive meeting" with Metro staff and urged engagement that reaches local core groups rather than only larger regional organizations.
Metro staff noted the RTP update must be adopted by Nov. 30, 2028, and that the draft plan will include climate-smart strategies and an interactive map like the one used in the 2023 RTP. Walker also said the project team is conducting tribal and federal/state agency consultations and will produce public engagement reports that document comments and recommended changes.
The presentation concluded with an open request for local agencies to flag time-sensitive projects and programs that should be considered in the call-for-projects and to suggest ways Metro can better align the RTP phasing with local planning schedules. Walker said staff will continue outreach through July and August and return to Metro committees in September for work-plan approvals.
