Streetscape bidding expected this fall; construction likely spring 2027 amid right-of-way and lane closures

A staff member (Staff member) said the streetscape project is grant-funded and must clear several approvals before the county can advertise contracts. "The county project team is expecting the project to be let this fall," the staff member said, and estimated construction would likely begin in spring 2027; weather-sensitive components such as resurfacing may not finish until May or June.
Staff flagged one outstanding right-of-way negotiation after a parcel changed hands during acquisition. The staff member said the buyer and the project team are resolving a formality required before the bid and award process can proceed.
Committee members asked about funding sources. Members and staff identified regional grants via East West Gateway and federal transportation-authorizing funds that flow through regional competitive scoring. One committee member observed that federal infrastructure dollars often take years to move from authorization to local construction.
Staff also briefed the group on an upcoming road shutdown at Kirkham and Elm related to another project. "The road will be shut down Monday," the staff member said, and the shutdown is expected to last about five months; staff said agencies and departments are coordinating detours for emergency responders and traffic safety.
Members raised concerns about business access and staging during construction, and staff said a staging plan with pedestrian detours and lane-management would be developed and shared when available. The advisory group requested that staff ensure retail access remains during work and that affected businesses be notified of staging details.
No vote or contract award occurred at the meeting; staff said the project schedule depends on final Right-of-Way closure and contractor preferences.
