Walton County accepts easement overlay from Turkey Creek Woodlands to restore access for Miracle Acres parcels

Walton County commissioners voted 4–0 to accept mapped overlays and the dedication of easement rights from Turkey Creek Woodlands that the applicant says will provide access to many landlocked lots within the unrecorded Miracle Acres subdivision.
Greg Schmidt, representing Turkey Creek Woodlands, told the commission the subdivision dates to 1961 and that deed language and unrecorded plats left roughly 600 acres of parcels without practical access. "We're here today to actually solve a problem ... there is no access for approximately 600 owners of lots of record within the unrecorded Miracle Acres subdivision," Schmidt said during public comment, and he provided a 12‑document package and digital copies for the record.
County staff said they had reviewed title work and court judgments and recommended accepting an engineered GIS overlay that translates the historical easement grid into parcel‑aligned roadway labels. A county staff speaker said the overlay is the condition for acceptance: "With that overlay, we can accept it," and confirmed the dedication would establish ingress and egress but not county maintenance obligations for what are private roads.
Commission discussion focused on legal vetting, the scope of access the overlay would provide and whether property owners or the county would bear future maintenance. Commissioner comments confirmed staff had examined title opinions and court judgments and emphasized that the dedication is for access only, not maintenance by the county.
The motion to accept the overlay and the offered easement dedication was made and seconded on the record and passed 4–0. Staff and the applicant said they will submit the overlay files and supporting documents to be included in the official record and GIS.
Next steps: county staff will record the submitted documents, integrate the overlay into GIS as described at the meeting and continue any necessary title or plat follow‑up required to implement the dedication.
