Pasco County approves incentives for $111M Monin manufacturing plant, officials say project will create about 100 direct jobs

Pasco County commissioners voted July 14 to approve an incentive package supporting Monin Americas’ planned 250,000-square-foot manufacturing and distribution facility near the Zephyrhills airport.

David Engel, the county’s planning and economic development director, told the board the phase‑one proposal would bring about 100 direct full‑time jobs and a $111 million capital investment. “The property where this project is going in… is a 62‑acre site,” Engel said, and the county economic-development team presented projected job totals (100 direct; 564 total when induced and indirect jobs are included) and a proposed incentive structure.

Bill Cronin of the Pasco Economic Development Council introduced Monin representatives who described the company’s expansion plans and hiring needs. Monin’s CFO Greg Grabow and Stacia Johnston, senior vice president of strategic planning, told the commissioners the site will support regional production for North and Latin America and allow phased construction beyond the initial build.

The incentive proposal discussed at the meeting included a $3,000,000 ad valorem rebate to be paid over 10 years and a job-creation incentive component. County staff said the rebate would be net‑positive to the general fund over the 10‑year payout because of increased tax receipts after the incentive period.

Commissioners moved and seconded the item and approved the incentive agreement by voice vote. County staff and EDC representatives said the project is expected to support workforce-training partnerships with local programs and to produce additional indirect economic activity in the Zephyrhills area.

The board planned a photo opportunity following the vote and recessed for lunch.
