Garner minor subdivision/rezone: Staff explained a concurrent application where four parcels would be combined into two lots so that the owner's existing home and pool would be consolidated on an R15 lot while the remaining acreage would remain R2. The applicant proposes keeping a future riding arena and a voluntary easement/right-of-way to accommodate later traffic needs.
Amendment to development agreement: Staff described Woodsonia's revised road cross-section that reduced reimbursement under an existing agreement by about $100,000; engineering and the city attorney reviewed the changes and prepared a first amendment and resolution reflecting the revised cost-sharing schedule and materials adjustments.
Council questions focused on jurisdictional authority, detention-basin preservation (Parcel C), engineering verification of quantities and weights for road-base materials, and whether public-facility determinations remain in compliance with state law.
What's next: Staff will continue processing the subdivision and rezone applications per normal planning procedures and return ordinances, resolutions or plat documents for formal action when applications are complete.
