Lee's Summit Public Works Committee recommends multiple infrastructure contracts, including 5th Street storm repair change order

At its July 13, 2026 meeting, the Lee's Summit Public Works Committee moved to recommend several infrastructure contracts and contract amendments to the full City Council, including a change order for an emergency Southeast 5th Street storm repair and a construction award for a new taxi lane at the Lee's Summit Regional Airport.

The committee recommended that council approve change order number 1 to on‑call agreement 2024‑0572R for the Southeast 5th Street storm repair (TMP 3‑7‑2‑4), which increases the contract by $128,677.99 for a revised agreement amount of $469,928.99. Karen Quackenbush, senior staff engineer, said the work followed a citizen report of a sinkhole and field investigation that found four corrugated metal pipes under the roadway failing; "two of the tubes, the bottoms were completely gone and the other two were very, very rusted," she said. The additional work includes lowering an existing water main that conflicted with the proposed replacement pipes.

The committee also recommended awarding the construction contract for project P293 (TMP 3‑7‑1‑0) at the airport to Pyramid Contractors Inc. for $3,745,809. Mike Anderson, deputy director of public works operations, described the Southeast taxi lane as providing aircraft access to future north and south hangars, improving the airport’s development readiness and positioning the city for future FAA grant opportunities.

Water‑ and wastewater‑related professional services contracts were among the other recommendations: the committee recommended awarding RFQ 2026‑015 to HDR Engineering for a Tudor Force Main condition assessment (TMP 3‑7‑1‑2), a $294,393 agreement with George Butler & Associates for planning and design of the Big Creek excess‑flow holding and pump station (TMP 3‑7‑1‑8), and a modification to the Burns & McDonnell agreement for the Cedar Creek interceptor phase 4 final design (TMP 3‑7‑1‑9), which the transcript records with a total amended amount of $751,912. The committee also recommended continuing the Cathodic Protection Program (P256) with CP System International LLC for $893,925 (TMP 3‑7‑1‑4); staff said the bid came in roughly $300,000 under the engineer’s estimate.

Motions on each item were moved, seconded and approved by the committee with recorded ayes from Vice Chair Funk, Council Member Cravens and Mayor Pro Tem Shields. The committee chair noted that all of the ordinances on the committee agenda would go to the full council for final action the following day.

Why this matters: the recommended actions advance routine and emergency infrastructure work — storm sewer repair, airport taxi‑lane construction and condition assessments for critical water and sewer mains — projects that affect public safety, future development and the city’s ability to pursue state and federal funding.
