Council approves two-phase RFP to solicit proposals for downtown green space

The mayor emphasized that the RFP initiates a community conversation and that the council retains the right to reject any or all proposals. Council members raised a question about whether the city should include a first-right-of-refusal condition in the RFP; staff said that such items are typically negotiated at the contract stage rather than set as RFP requirements.
The council moved, seconded and approved the RFP with unanimous support (voice vote recorded 7-0).
Why it matters: Downtown green space is a visible public asset. The phased procurement is designed to narrow proposals by qualifications before asking for detailed design work, which can reduce costs for respondents and produce more competitive shortlists.
