On June 11 the Town of Kittery Planning Board approved a marijuana home-establishment permit for High Coast LLC to operate at a residence at 332 Haley Road.
Applicant Jonah Seedner presented the request and described operations. Board members questioned employee numbers, traffic and parking impacts, security cameras and alarm plans, whether the request was submitted after operations began, state and local authorization and OCP (Organizational Control Plan) status, wholesale and delivery schedules, caregiver designation, delivery-vehicle markings, signage and notification of abutters.
Member Lea Kaufman recused herself from the hearing on this item. The board first voted to determine the application complete on a motion by Justin Gonsalves, seconded by Robert Doyle; that motion passed 6-0-0. A motion by Mr. Gonsalves, seconded by Mr. Doyle, to approve the application passed with a recorded tally of 5-0-1; Member Dutch Dunkelberger was recorded as abstaining. Vice Chair Ethan Bensley read and the board approved the findings of fact, 6-0-0. The minutes record the board’s final approval as “with stated conditions”; the minutes do not enumerate those conditions and the Planning Department file contains the detailed permit conditions.
Next steps: Planning staff will file the decision and conditions in the project record and manage any further compliance or inspections required under town ordinance and state law.
