Cocoa council approves HUD action plan and backs first readings for Grissom Parkway annexation and rezoning

The Cocoa City Council unanimously approved its final FY 2026–27 Community Development Block Grant (CDBG) action plan and authorized the mayor to sign required certifications and agreements, council members said at the July 14 meeting at 65th Stone Street.
City housing staff presented the plan and said no public comments were received during the 30‑day public comment period; staff indicated the final action plan will be submitted to the U.S. Department of Housing and Urban Development prior to the 08/16/2026 deadline. "Recommendation is to approve the final action plan and submission to HUD," city staff said.
The council then took up a developer‑initiated package of land use items for a 1.29‑acre parcel generally east of Grissom Parkway. Planner Jen Webster told council the applicant seeks to change the future land‑use designation from Brevard County Residential 4 to City of Cocoa Industrial and to rezone the parcel to City M‑2 manufacturing and industrial. "A condition of this approval will be that the future land use map amendment will only be valid if the council also approves the request to annex this property into the city," Webster said.
The zoning companion ordinance was described as quasi‑judicial and conditioned on successful annexation. The council voted to approve first readings of Ordinance 082026 (comprehensive plan amendment) and Ordinance 092026 (zoning map amendment) with the conditions noted by staff. Council members said they expect to return the annexation ordinance for a second reading on July 28; staff confirmed the annexation hearing will be scheduled for that date.
Council also approved, by unanimous voice vote, an amendment to the city's Local Housing Assistance Plan (LHAP) to incorporate statutory changes enacted by Florida's SB 594 and authorized the mayor to sign related documents for state submission by July 31. City staff said the city—stimates approximately $149,000 in SHIP allocation for the next state fiscal year and described priority funding for homeowner rehabilitation while noting new LHAP requirements for manufactured housing strategies.
The meeting concluded with consent‑agenda approvals and additional development items on the agenda. The annexation for the Grissom Parkway parcel remains conditional; the council will revisit final annexation and any related zoning adoption at the July 28 meeting.
