We have been withholding that payment until final restoration is made," John said, noting that the company bundled work into one invoice and that staff expect the contractor to return next week to make repairs.
Township staff said the withheld amount has not yet affected bank balances because the payment has been held. The engineer also referenced corrective items related to rejuvenation and Cape Seal work when discussing contract inspection responsibilities.
No formal motion to approve payment was recorded for the Russell Standard invoice at the July 8 meeting; commissioners were informed of the hold and staff said they would continue oversight until final restoration is complete.
